Opportunity Information: Apply for DOS KAZ AST AEECA 24 005
The **University Partnership Program (UPP)** is a U.S. government-funded initiative aimed at fostering collaborations between U.S. and Kazakh higher education institutions. Since its inception in 2017, the program has facilitated partnerships between 34 Kazakh and 31 U.S. universities, enhancing educational programs, research capacities, and addressing key issues such as environmental protection and economic diversification.
A key challenge for Kazakh universities is their reliance on government funding and student tuition, with limited engagement with the private sector. U.S. institutions, with their established experience in financial management and industry collaboration, can help Kazakh universities diversify revenue streams, commercialize research, and improve workforce development programs. Strengthening Kazakh universities' institutional and research capabilities will enable them to attract investment, improve facilities, and offer better academic and professional development services.
This funding opportunity seeks to support innovative initiatives that strengthen U.S.-Kazakh partnerships. Funding can be used for sub-awards, incubation hubs, professional development centers, and initiatives that promote joint research and workforce development. The focus is on strengthening existing curricula (not creating new ones) and fostering collaborations with the private sector in high-growth fields such as IT, STEM, agriculture, and digital media.
### **Project Objectives:** - Equip at least five Kazakh university administrators with skills to attract investment and establish partnerships with U.S. institutions. - Improve at least two Kazakh universities' ability to revise curricula incorporating U.S. best practices and hands-on learning. - Facilitate at least two joint research projects between U.S. and Kazakh universities with commercialization potential.
### **Eligibility:** - U.S. or Kazakhstan-based organizations - Civil society/non-governmental organizations - Think tanks - Public and private educational institutions
Competitive proposals should include plans for preliminary discussions to address potential challenges in implementing partnerships. The long-term goal is to enhance Kazakh universities' management practices, increase student and scholar exchanges with U.S. institutions, and contribute to a more competitive workforce aligned with Kazakhstan’s economic diversification efforts.Apply for DOS KAZ AST AEECA 24 005
